YVR has a hotel listed on the website. All 4 ports of entry have hotels listed. If you want to quarantine in the city you will end up doing the rest of your 11 days you are better to connect outside of Canada.
Yes I get that, but the examples final destination is Ottawa, and Winnipeg, which does not have any mandatory hotel quarantine facility approved. While my final destination has a mandatory hotel quarantine facility.
 
Port of entry is the place where you first land? regardless if it is just a layover?
I assume that you are taking an international flight to Vancouver.
That means you will have to pass the immigration and get into the soil of Canada such that you can go to the domestic terminal to get onboard the domestic flight to Toronto.
Therefore you port of entry would be obviously Vancouver instead of Toronto.
Same principle applies to the 3 days quarantine which requires you to stay in the hotels in your port of entry.

You HAVE to do the quarantine at the port of entry. The port of entry by definition is the city you land on your flight into the country.
Beijing to Vancouver to Toronto. Your port of entry is Vancouver.
Beijing to Los Angeles to Toronto. Your port of entry is Toronto.

Anyway I saw online that later there will be a total of 5 hotels available for booking in Vancouver:

Just called all these hotels and the all confirmed that they are going to be one of the hotel for quarantine.
