That's not correct. Whether if you need a language test or not depends on your NOC. If you have a class A or B NOC job then you don't need a language test for the paper based and I did not submit one as I am with a class A job.
I am with NOC B and when I applied for Paper Based application student stream, there was line which says English proficiency IRCC accepted only IELTS or CELPIP. I even called them because I have graduated from ESL from university and than graduated from college program.
If you say that I am wrong please share link from IRCC site that says that paper based application student stream does not need English test

I come under NOC 0 and I didn't had to give IELTS.

You are absolutely wrong . Noc A and B doesn’t require ielts or English test. Only C and D nocs. Check checklist and read under language requirements. Sometimes when you nominate from province they say you in email to include language test or not .
Most Provincial Nominee Program (PNP) applicants in National Occupational Classification (NOC) skill levels C and D occupations are required to undergo mandatory language testing and achieve a minimum standard of Canadian Language Benchmark (CLB) 4 in each of the 4 abilities (listening, speaking, reading and writing) before obtaining a provincial nomination certificate.

Applicants are also required to include a copy of their language test results when submitting their paper-based application for permanent residence to Immigration, Refugees and Citizenship Canada (IRCC).

I have just 293 points, this time, they use the "Tie-break" rule, This means that the tie-break rule prioritizes profiles that have been in the Express Entry pool for longer (before Sep 12,2020). Tie breaker rule only applies for profiles with least score ie 75 in this case. If someone has, let's say a 76 score profile or more created even at 6:30am on Saturday, they will surely get ITA (draw happened at 7am). 7 am on a holiday !! Wow.

Meanwhile.. we paper delivery folks still look at the computer screen for some ghosts :p

By the way when the IRCC website recovered, I guess many received ghost updates (GU). I got a GU, my friend received too. Lot of EE and many others received GU. So I guess this GU can be ignored as system glitch.

That's encouraging. I think they used the long weekend to migrate certain set of profiles between their internal servers (my guess, that's all). Will know more tomorrow if ECAS updates. I don't think the phone lines will be free. The 27k CEC folks who are on high this whole weekend will occupy the phone lines for sure :)

hi,
I am new to this forum. I read lots of post on this forum. its very helpful.
so my concern is I applied for Paper base PR application under provincial nominee. and my work permit was expired before few month ago.
I have not chance to get extended it. So my lawyer apply for restoration as visitor.
Since i am not working from few month it will affect my PR process? is there any chance of rejection in PR if i am not working and restore my status as visitor?
Wait for AOR then use AOR to apply BOWP.

Well, i was very stressed as you all are here. I read all the posts and it made me more and more stressed every single day.

Then i decided leaving it alone. I didn't care about AOR. One day, my lawyer email me AOR and gave me estimated my journey completion date.
I informed her that I might go for upfront medical and she gave me advice of when i should do it.

Now I'm on 2nd stage of "don't care". I take it easy as much as i can because what will come will come! I don't want to be stressed because it affects my daily work, my personal life and all of my relationship.
Thanks a lot for sharing positivity, Just FYI, I too have been practicing similar style of patient-skills since past 15 months. being optimistic....

Hi I submit my Paper application in jan 2021 yesterday I received ITA from express too. So could any one suggest me which one should I choose ( withdraw paper application and apply in express or remain in paper based application)

You can have both applications in process at the same time.
Once your one application is approved, you can withdraw the second one.
