Does anyone knows, after RPRF, hou much time IRCC takes to send PPR in this current situation?
@legalfalcon can you please share your insights on is it worth to wait for biometrics centers to reopen for PR applicants in india ?
Or it should be done ASAP from other countries?

Even if the biometrics is pending, other stages will continue to progress and only criminality and info sharing will show pending. So there is no point in getting biometrics done in any rush.
As regards RPRF, it is sent after your application has met the initial eligibility or the eligibility may have been even passed conclusively, which is a good sign. See my previous post on eligibility

RPRF is always sent after at least the first eligibility assessment by the analyst or assistant.

Although IRCC does not publish any stage wise processing, however as per the most recent data available, for the year ending 2019, i.e. pre-COVID the processing time frame was:

Table 35 displays the time, in months, that IRCC took to process 80% of applications under each program. In 2019, IRCC did not meet the processing standard of finalizing 80% of all applications sourced via Express Entry within six months. The processing time for Express Entry, overall, was eight months. As an alternative measure of processing times, 60% of applications finalized in the 12-month period ending on December 31, 2019, were completed within the six-month service standard.
