Same thing happened with me. I also got my GCMS notes from CBSA. Same thing happened with my Eligibility and CPC as well. Exactly same as you mentioned.

It is incredibly hard to work out what's been completed and what's not. It's literally in the middle of the different changes so it went from blank > not started > passed > not started.
When I called the IRCC early December they said it had passed though so I'm not sure what's going on. I've also requested notes from IRCC recently so waiting to see what they come back with.
In my notes, there are 87 steps of "APPLICATION" all are like, Eligibility passed, next one is blank and then next "Not Started". It just bouncing back and forth and in initial pages "Assessment" section "Eligibility: Not Started".
And IRCC notes doesn't have this "Application" section. I had ordered IRCC back in Nov and while comparing, I notice that CBSA notes have more info than IRCC.

Both IRCC and CBSA use the same GCMS system, the information will be the same with the exception of how each agency undertakes redactions. There are inconsistencies in releasing the exact same information between IRCC and CBSA and that is why it seems sometimes there is more info. More about it here https://bit.ly/34nuJPu

Yup, that's exactly what mine is like. It's so confusing I have no idea what to put weight on or not.
You are right there might be inconsistencies. The reason why I said this is because in IRCC notes, the "Application" section is blank and it says, "Pages 74 to 92 are not relevant". I don't know if this is for everyone or its just me.
The events are arranged from the latest to the oldest, so if you see “passed”, you take it as it is. When I read my notes I go for the assessment on page 2, the admissibilities section (Detailed status of criminality, info sharing, medicals) and the notes section towards the end.

It's not showing up for me too
I don't even pay attention to that bar as that bar means nothing it has 6 months date starting from your AOR and the bar keeps increasing with the day elapsed. I think it's not giving you the actual progress of your application.
It disappears at some point every week. The bar is functionally useless; it simply represents the time elapsed from your AOR, taking into account and estimated 6 months of completion. It has no bearing on the actual status of your application beyond that.
