Yes, that’s normal to get re-meds after pre-arrival. I just did mine today.

Not sure. In the case of express entry, I remember the COPR/visa was valid until the medical expiry date. If the same logic applies here, by the time we receive the stamped passport, the medical might get expired. Maybe that's why they want us to do a re-medical so that they can add the validity date as per the new medical. However, there are many applicants who didn't receive a re-medical.

Yes , my pre arrival was in July 2020, and re medical in jan 2021.
