You can try contacting/faxing the Ontario Ministry of Colleges and Universities (or it's equivalent for your college's province if it's not in Ontario):

If that fails, phone/email/fax the province's Minister (of Education). For Ontario the contact info is:

Like I said, keep on escalating the issue up the food chain and you'll get your refund sooner or later. For fax, try a service like HelloFax - you'll be surprised at how faster some institutions in Canada reply to a fax compared to an email or even a phone call... If you have an active profile on any social media, mention it on your profiles as well as leave a public comment on every single social media profile of the college. Twitter, Facebook, and Instagram especially.
