Hope you are doing well. I just want to know that I have crossed 90% timeframe in my file and they havent started my eligibility so far and upon asking the ircc agents over the phone, they said that everything else is under process and eligibility hasn’t started yet. Could this be possible. I am a PNP applicant and my AoR-8 August.

Yes. The status bar is just time elapsed and does not correlate to the actual processing of your application.
In 2019, i.e. pre-COVD it took an average of 9 months for FSW and PNP applications to be processed. Now it will take much longer.
Also, as of Jan 19, 2021 IRCC announced they are back on track with CEC being processed at full capacity, for all other applications there are delays.

How long did it take to process an Express Entry application?
Table 35 displays the time, in months, that IRCC took to process 80% of applications under each program. In 2019, IRCC did not meet the processing standard of finalizing 80% of all applications sourced via Express Entry within six months. The processing time for Express Entry, overall, was eight months. As an alternative measure of processing times, 60% of applications finalized in the 12-month period ending on December 31, 2019, were completed within the six-month service standard.
