If you did not add prove that you reside in Canada, they will contact you by email asking for the documents, (It happened with me). About the 5 dollar thing, it happened with my friend. When he ordered the privacy act, he found that some lines are missing from the GCMS notes. However, when he order then next time using the Access to information act and paid the 5 $, more information was mentioned regarding the security. Now it could be just a coincidence as there was about a month between the two GCMS notes, so they might just add more notes during that time ( I don't really know).

So don't worry it could happen to anyone as it happened to me as well. The worst part is that you need to be patient for at least another month after it started but eventually, it will come to end. Also, there were people who said that their security took only a few days to complete or maybe that is what the system shows.

Yes, in some cases it can happen, and this is because IRCC has not initiated the security. Many files due to COVID are in this phase. Earlier immediately when the eligibility was passed, the security used to be initiated, but not any mre.

If your AoR is June you are well within the average processing time of 8-9 months. Also, the security starts after the eligibility is conclusively passed. How to find if your eligibility is conclusively passed, see #4,004

Missing information in Gcms Notes is quite normal and quite common, its called redaction and one can read more about it here https://bit.ly/2LeDe9l

With the passage of time more information was added to GCMS and hence one received relatively more information in the example you mentioned

Did you ask for the privacy act or the other one?. Normally the free one has less information than the other. The one where you pay 5 dollars will have more information in it.

It does not matter whether you request your GCMS notes under Privacy Act or under Access to Information, the information released is the same.

Privacy Act

Right of access

  • 12 (1) Subject to this Act, every individual who is a Canadian citizen or a permanent resident within the meaning of subsection 2(1) of the Immigration and Refugee Protection Acthas a right to and shall, on request, be given access to
    • (a) any personal information about the individual contained in a personal information bank; and
    • (b) any other personal information about the individual under the control of a government institution with respect to which the individual is able to provide sufficiently specific information on the location of the information as to render it reasonably retrievable by the government institution.

Access to information Act
Right to access to records

  • 4(1) Subject to this Part, but notwithstanding any other Act of Parliament, every person who is
  • has a right to and shall, on request, be given access to any record under the control of a government institution.

  • The main difference is that under the Privacy Act, you can only request your own personal information.
  • Under the ATI act you can request information of other individuals or any information about any agency in Canada. It is not limited to personal info.
  • To request under either of the laws, you have to be a PR or a citizen or a person present in Canada.

Also, when requesting information under Privacy act there is no fee.

Irrespective of whether you request info under ATI or Privacy, you will get the same record.

Also, keep in mind that when your request under Privacy Act or ATI, all individuals in the application have to sign the consent form to release their respective information. If the consent form is not filed, then the person who filed the request, only their information will be released and for the other individuals it will be redacted.

Information about another individual

26 The head of a government institution may refuse to disclose any personal information requested under subsection 12(1) about an individual other than the individual who made the request, and shall refuse to disclose such information where the disclosure is prohibited under section 8.

If you did not include your proof for the right to access, IRCC will contact you and ask for the documents.

@legalfalcon I just realized I may have made a mistake when applying for my gcms note. I am in Canada and I applied for myself. AOR-June 17th, applied for the notes on December 23rd, 2020. Will they ask for the document to prove I am in Canada when its a month (ie jAN 23RD 2020)?

I think, it depends. I received mine in 30 days without giving any proof of my identity or status in Canada.
