Yes she got today. Idk even this was strange for me also people even got it on Christmas (they are off on that day)

Refusals follow fast, eligibility comes before medical that's why some visa officers may pass medical first before refusal as the eligibility might be as review required/recommend interview. If it directly goes to "fail" then BVL will be sent without medical update.
(pre pandemic processing standard not two stage.)

Usually its a bad sign but it's still possible to get approved, saw one person receiving BVL before medical getting updated and yet they got approved. Sometimes it takes time for the medical to get updated real time on the status bar.

Cause I didn’t, I only did biometric.
