If you did not submit a U.S. clearance with the application, I do not see any exception which applies, so it looks like you need to submit a U.S. clearance with your application.

Again, if within the preceding four years, as of the date you sign/make the application, you were in the U.S. for 183 or more days, the factual answer to this is [yes]. So, that is how you answer, [yes].
A [yes] response requires the applicant to list the country in the chart. You list the U.S.
Then you are required to submit a police clearance from the U.S.
UNLESS there is an exception that applies.
What exception do you think applies? As I noted, best I can see is that example 1 is the only example that is close to your situation. For example 1, as I noted, you do not need to submit a police certificate IF BOTH . . .
-- you submitted a U.S. clearance with the PR application, and
-- you have not traveled to the U.S. since becoming a PR
Since you did not submit a U.S. clearance with the PR application, this exception does not apply. And, again, I do not see any other exception that might apply.
