Number of ITA's issued and grand total EE applicants.

I might've misunderstood something, but it says that Canada's admission target for current year is 85,800 and EE pool counts grand total of 146,717 applicants, which means that the ones who have score of 400 will be invited, but not all of them since accepting all would exceed a total number of invitations, then why does it show 470 as the least score needed for ITA?
I got numbers from (EE rounds of invitations) and Immigration.ca website.

146,717 is the pool for just that draw. So you have taken a total from one draw not the total number of profiles in one year. As more apply, the score of 468+ will remain to get an ITA. People every month enter the pool with high scores.

Probably depending on if they have a draw this year.
