Applying for work permit with approved PR

Hi everyone,

I have an already approved PR application (according to GCMS notes and call center) stuck at Ottawa Office for eternity. The application was submitted Nov 2019 and approved in March, but I have not received a CoPR or any communication from them since then. I am from the US and I cannot travel to Canada and become a PR without a CoPR in hand. With travel and border restrictions many outland PR applicants seem to be facing the same situation.

My problem is that I am starting a job (not essential) in Canada July/August 2020. Since Ottawa is deliberately delaying approved applications, it is not clear to me when I will get my CoPR, or if they are going to finalize outland applications at all. I am thinking about applying for a work permit, so I can start the job. It looks like once one enters Canada and updates IRCC with the information, the PR application will be considered "inland" and get finalized via an online confirmation portal.

Here comes my question. Is it possible to get work permits approved with approved PR on file? And how long does it take to get a work permit?

How have you applied for PR? It's not clear from your post.

Yes, you can get a work permit approved provided you meet the requirements to do so (e.g. have an approved LMIA or are LMIA exempt).

I applied via express entry, federal skilled worker program without the job offer.

What NOC / occupation is your job offer?

Generally speaking your employer needs to get an approved LMIA in order for you to qualify for a work permit.

Just looked at the details. My job is professional and exempt from LMIA. The employer still needs to submit the job offer and a fee, though.

Did you ever get an answer to this? Applying a work permit while the PR application is in the process (Approved, per the GCMS notes) seems like dual intent.
