Hi everyone! So I just got off the phone with the IRCC and was told that my eligibility and security checks haven't started yet. The agent said that I am in the first part of the criminality check and yet to reach the second which I didn't know exists. What is your take on the situation? When I asked her why eligibility and security haven't started yet, she invoked the "Covid-19" right to slack. It just doesn't make any sense for them to take this long and not touch the previously mentioned checks. For context, I am a March 2019 applicant. I am the sole applicant and the progress bar completed last month.
the progress bar is a rough estimate. it could be finished before or after the estimated date. that max a pr refugee application could take is 2 years or more especially if they are having issues with security or criminality. regardless if you are a sole applicant or not. submit additional documents or not. there seems to be no specific order in which they conduct each of those other checks also. when you call I don't think you are talking to the actual agent handling your pr so I doubt they will give a clear explanation. As others suggest you could get your PM involved or request the notes to get accurate details on what is happening with your application.

If someone came to Canada with a visa and then submitted a refugee claim, would this in any way make the criminality/security check any faster? Given that they've already done this part on the original permit they used to enter the country? As opposed to someone who came through the borders I mean. What's your take on that? Thanks.
no, it would not. speaking from experience I did get a date within 2 months for my claim (the usual time frame) and then it was canceled I didn't get any news or updates for 2 years due to some criminality or security issues or delay.

NOT AT ALL!
I came with a work visa and after 5 months I applied for refugee.
Your visa and anything related to it will be expired at the day of application for refugee.
Everything about the background check will be repeated again during refugee and again during PR. It is a lame system.
Only your fingerprint from the visa will stay in your file and no need for it for many years.

though I found out those who cross the border and they got a PCC from the FBI get faster clearance for their background check

That's so true. I've actually requested them and I'm just waiting on one of them as of right now. Hopefully I'll submit it before they request it.
one of my friends did it before they ask so they did not ask him again, only they will ask you for an RCMP certificate and you can do it in advance as well

That's great to know. So technically there are steps that someone can take as a way of being proactive and it could save sometime in the future. So once security and criminal check are passed. Medical is received. They notify you that you're eligible for PR?
No the security start after you passed the eligibility

So if on the online tool at the IRCC website, it says that we received your application and that we started processing your application and then Medical Received. Where does the security check or eligibility fit in there? What's their order?
i don't believe in the online tool it states you when or if someone passed security and criminal check, it only states when you passed medical. from what I see on this forum they find out when they call ircc or request notes.

does everyone do the PCC and/ or RMPC certificate? I have never had or done any of those. The only thing I did was the biometrics for visa and claim and medical when I made my claim that's it.

No not everyone. My mother didn't do PCC or RCMP. Only biometrics for visa, claim, and medical like you.

if you mean the GCkey account isn't updated since the covid started, you can only know the details of the status of your application through a call center agent or GCMS notes.

to know more information about the processes read this article it is for Express entry but kind of similar to the protected person.

PCC only if you lived in a country for more than 6 months and RCMP they ask about it recently
