I'm not sure what he's talking about but I thought maybe regarding processing times

I applied H&C January 2019, I was out of status from November 2018 after my refugee claim appeal to judicial court was dismissed, CBSA invited us to their office for the first time for removal interview January 8th 2019, we submitted H$C after the interview, then they invited us again for PRAA in November 2019

Wow! They let you go until you were PRRA eligible.Thats awesome! In my case, as soon as my appeal got denied, CBSA was on my neck.Thank God for COVID (even though it’s not something to be thankful for) but it worked in my favour. I would have been shipped

Every thing is done within 4 months.
most of the people wait like 18 months or more.

Yes ooooo, a senior partner at my law firm told me to start saving money for my home country, he said I don't have any excuse not to be deported, our passports were valid then, no H$C application in yet and we weren't qualified for PRAA yet, how we survived been "shipped" was just God

Have you tried to order GCMS notes to see what’s going on? But then again,your application just went in process which means AIP soon.The hardest part is waiting but there’s not very much you can do
