Petition to the Minister of Immigration, Refugees and Citizenship
Whereas:
  • Family reunification has a positive effect on attracting talented immigrants and a positive impact on family prosperity and the economy;
  • By previously scrapping the lottery system for parent and grandparent reunification, the government recognized that the luck-based system is deeply flawed;
  • The recent reintroduction of the lottery system was made with no transparency about the reasoning, studies and consultations that lead to the decision;
  • In addition, the lack of advanced notice means even more are left out with no time to properly plan ahead; and
  • Time and time again, arbitrary application caps result in an unfair system.
We, the undersigned, Canadians and permanent residents of Canada, call upon the Minister of Immigration, Refugees and Citizenship to:
1. Explain the decision to return to the previously scrapped system for Parents and Grandparents (PGP) Program;
2. Release documents relating to the consultations that lead to this change;
3. Immediately undertake an open and publicly available study to create a better and just application process;
4. Recognize the positive benefits for family reunification and create a compassionate system without arbitrary caps.
I like your idea!
But PGP is neither priority nor previledge hence there's always be a type of controled cap of some short

Government got successfully sued for the FIFO the very first year they tried it. But has never been sued for the lottery.

There you go. Lottery is here to stay.

Fourth major story: Parents and Grandparents Program draw
IRCC opened the Parents and Grandparents Program (PGP) Interest to Sponsor forms in October and closed it in early November. It will likely hold its PGP 2020 draw by December and then anticipates it will receive applications from sponsors who were drawn from the lottery in January and February, 2021.

For 2020, IRCC will invite up to 10,000 sponsors to apply to sponsor parents and grandparents for Canadian immigration. Next year, IRCC is expected to invite up to 30,000 sponsors.

Disagree that the lottery is here to stay. I think that holding a draw in 2020 was a last minute decision so a lottery was the simplest and easiest was to select applicants and process the applications. I think IRCC will eventually move to a model where time in Canada for the sponsors will be a consideration. They will need to consider, do some focus groups and run their ideas through the legal department to decide whether it will be time as PRs, time working (FT or PT), time in Canada including as a student, etc. As the immigration targets increase the demand for PGP will increase but so does our ageing population. If covid has shown us anything it is that LTC is underfunded.

Hoping my I get an invite to sponsor my parents this time around. I have been trying for the last 3 years. Its been really hard given that parents in a different country and all children living in another. Every day has become so stressful. The anxiety my mom carries is unexplainable. I know TRV is an option for the short term.

I need help here. If my parents get invitation then they are supposed to submit their marriage certificate and birth certificates which they don't have. Can anyone please help me what can be done in that case? Has anyone got approved without these documents?

no for birth certificate. the sponsor's birth certificate is needed to proof that the parents are really sponsor's parents.

A marriage certificate is needed but I think I saw some use other things like affidavits. Search 2019 or 2018 PGP discussion. It's been mentioned multiple times.

Unfortunately parent sponsorship was never guaranteed. Think the government needs to clarify that parents and grandparents are not all going to be able to relocate to Canada. Some people move to Canada assuming their parents will be able to move to Canada in 3+ years which is incorrect. Some may not decide to immigrate to Canada if that is the case but would rather people be informed and not move based on false expectations.

Depending on where in India you are from; it is not hard to get these documents done. I recently had my parents made these documents from Suvidha Centre in Punjab. For birth certificates, you can get a 'Record Not Found' document if their birth was not registered. All they need is their Aadhar Card for this. It costs less than 500 INR for this.
For the marriage certificate, it is not that hard to get the marriage registered either. It costs around 7000-10,000 INR for this but can be done at Suvidha Centre as well.

My parents got their PR under PGP 2019. For birth certificates they submitted copies of their 10th and 11th/12th mark sheets. For marriage certificate, they submitted an affidavit from a notary. These were accepted by IRCC and they got their PRs few months back.
