I am an Indian national residing in Kuwait. So would I need a PCC from Indian Embassy as well ? or the PCC from Kuwait would be sufficient?
I had visited the CKGS (Indian passport and Visa application centre, Sharq), but they told me that the Indian embassy would issue a PCC only on receiving the request letter from the Canadian Authorities,
I have not yet received an ITA and expecting to receive it in the next draw, just want to be prepared with the documents.

For India, you need to get a PCC issued for the time in India from Indian authorities. For time spent in Kuwait, it'll be issued by the mentioned Kuwaiti authority only.
As far as the official request letter from Canadian authorities is concerned, it is definitely required for issuing a PCC for Kuwait. I have tried without it & couldn't. Hence you can submit a document in the PCC section after your ITA, saying the country that you are applying from requires an official IRCC request to issue the PCC.

Regarding getting Indian PCC issued from Indian Embassy in Kuwait, if someone else has done it can respond. However, the process from India is quite easier so check if applying from here is a possibility (because they usually give an appointment to be in person to collect the same, which might not be a possibility at this stage at least).
