Dear singleman, after pre arrival starts security check which can take long time in some cases. This stage not in the hands of ircc, its done by csis and interpol. But you know this already.
I know dear ! it wont take 4 months in normal cases HERE in all cases they are taking very long many months for all. Many have got PRE arrival
BTW BGC CRIM starts in background not after pre arrival BUT BEFORE as I read. Phalos giving hardtime
The time is different for each applicant based on nationality, background, etc. But statistics can shows the average waiting time based on the backlog and all other variables. SURELY agree that some applicants get stuck in BGC CRIM IMTERPOL ; it can take months more but majority NO
You can access most

You can only access pre-arrival services when you receive an invitation letter from IRCC as you will need to provide your UCI number, a copy of your COPR, or other relevant documents.
