No, you have to give biometrics for approval. You can try giving biometrics in near by countries.

will we get passport request without submitting biometrics?
When did she apply for PR / your sponsorship and how far along is the process? She has never given biometrics before, like for a TRV?

Frankly it's slow right now. It seems / looks like they are processing all files whether or not they have received biometrics. And sporadic reports that some passport requests are coming without biometrics.

Short form: if your file is not very well advanced, it's probably not worth going to extraordinary lengths to get biometrics. Monitor and see what is happening with others. If your spouse does travel to a place where VFS offices are taking biometrics, by all means take the opportunity to get the biometrics done, but probably not worth travelling to get them done i.e. time and expense etc. There may also be other changes in IRCC procedures during covid.

And note: do not think that getting the biometrics done will magically make the file jump to completion. Again, unless it's well advanced and eg IRCC has advised you the only issue is biometrics, it may not make any difference.

But if it makes you feel better to do the biometrics, and you don't mind the expense/hassle, by all means. (I'm serious, nothing wrong with trying to do what you can, even if it may not make much difference)
