Yes you can claim international income when you are living in Canada if it is taxable. The application says it looks at your tax return and specifically line 150. PGP is generally a drain on the taxpayers because parents rarely work or pay taxes. Working in Canada while still working in the US on your H1B will influence your Canadian taxable income and Quebec looks at more than your taxable income. It is unclear whether they reject people who aren't working in Quebec. All things you should clarify.
