If you have been issued a COPR after March 18th you still can't travel unless you live in the US. Sadly this hasn't changed.But in travel restrictions they have permitted all who have got PR

I think you are referring to this point right?I think they have good news for Indians very soon. It seems they intend to release the news on November 2nd.
