But this line confuses me
"First-stage approval doesn’t guarantee that we’ll eventually approve your application. However, when a study permit application is refused, it is due to eligibility factors in most cases."
It means what it says, first stage approval does not mean your study permit will be approved. Refusal of study permit is according to eligibility criteria not being met. Note there has been an assurance no study permit will be refused due to covid.

unless you had a crime history or have serious medical problems, you will not be rejected at stage 2.

Its basically an assurance for the ones holding AIP and refusal will only happen if you have a criminal record and medical failed. Its comforting to know at least there is an assurance for the ones who have passed stage 1 approval.

I am from Kenya and applied via Rwanda where they use TZ offices I received AIP but no final approval as yet did you just get the letter today
Well in that case you will first receive a biometrics validation letter 2 days before passport request..

I already received biometrics validation letter some months ago and I also have TRV visa for 9 years but I have not received the student permit as yet
