Landing while in Canada

So I have a quick question. I searched the forum but couldn’t really find what I was looking for. My husband (the PA) is currently here in Canada with me for a few months. We filed Outland. We just received our passport request last week. Once COPR comes is it possible for him to land without leaving? Just curious what the options are considering he’s already here. Thanks

Is he submitting the passport in Canada? It seems now they are mostly doing virtual landings for those already in Canada. Assuming they know he is in Canada.

I searched but couldn’t find anything for my specific situation. Most of what I found was for people who applied inland and we applied Outland since he only arrived almost 3 months ago.
