I really don't think the OP needed to be schooled on the "proper way" to define her brother but I will chime in on a matter of principle - it's Developmentally Delayed.

Mind you that in couple years from now USA will have exactly same universal health care as Canada so Canadian politicians should not use that as an excuse to bar people from joining their families in Canada. They can just say they hate immigrants. That makes more sense.

HA! That's funny! absolutely NO way will the US government pass any sort of legislation that allows the same kind of universal health care as Canada! Obamacare was blocked left and right, and congress/senators will block ANY sort of increase in taxes that are equivalent to what Canada residents pay. The Obamacare system is very far from being universal heath coverage. Many people can't even afford what is being offered, and will choose to take the tax penalty instead of getting health insurance.

For sure (no schooling intended), and if the OP was comfortable with "that" term, so be it and neither was offense on her part taken. But thank you for your correction, mine is/was probably a bit dated. It's good to know the politically correct terminology for future use.

This is typically extremely challenging to do. If he cannot live independently, then chances are very high he will be refused as being a burden to Canada's health care/social care systems.

There are only 2 potential ways to try.
1. Sponsor parents for PR, and include brother as a dependent assuming he relies on them for all his financial needs.
2. If he's in Canada already as visitor, submit a H&C application. He would need to have nobody in his home country to possibly take care of him, so showing he had no other option but to stay in Canada.

In both cases, the apps would face a very high chance of rejection due to the cost to public health care and social services his medical condition would demand.

It's hard to say. It would depend on what level of support IRCC feels he requires and the severity of his condition as assessed by IRCC. Does he attend school along with classmates of the same age? What sort of special support does he require or use at this time?

It's also possible his visa may be approved now (along with your study visa) but that you may have challenges later when it comes time to apply for PR (assuming that is your plan).

Again, hard to say. Really depends on severity and level of support required.

Actually he is attending school... Needs aid in schooling as all autistic kids need....moderate autism....about 50% of normal....his report as presented in his medical shows that he can do better under supervision in future

Due to cutbacks many autistic children no longer have aids. Will really depend on the province and school board. Also it can take years to qualify for autism services. Would research what kind of wait times you will have to deal with if you get approved. I know many families wait 3 years to qualify for services because the demand exceeds the budget available. Younger children are usually prioritized because therapy can have such a big impact early in life.

Thank you so much everyone for your very informative and kind replies !

The feeling that nothing can be done to bring him here is really very depressing for me.
I have been trying every possibility for my mentally retarded brother for his better care.....I tried to hire care takers, asked other relatives for his care and actually gave them handsome amount monthly, even I kept my brother in special children institutes & centres and paid for their fee plus for a lot more extra hidden expenses they asked for.... so that they could treat him well but in every case they end up of doing physical torture to my brother sometimes hidden sometimes prominent and there is no one there to see the scars or tortures marks on his body. My brother himself is not been able to understand, explain or express his pain, hunger or anything which a normal person can do.

The only solution I can think of is to move permanently to Pakistan and keep him with me and take care of him.... I am ready to give the sacrifice to live there alone without my immediate family ( husband, sons & daughter) who are well settled here and dont want yo move there with me.... but I always think that I won't be that strong if I'll live alone in Pakistan without my family around and thats the only reason I wanted to bring my brother here because me and my family all are here for him to take care of.

Adoption is a good solution but not sure if a person aged 44 can be adopted ( although my mentally retarded brother's mental age is not more than 2 years child)
Canada is a country of humanity and are there any organizations who can help me to bring my brother for the humanity sake and could think beyond the legal restrictions, I mean to say work according to the legal formalities but could think for the sake of humanity.....

I wish if I can find some solution with the help of all you kind people.

The only way it might be possible is if ALL of the following are true:

- You have no spouse / common law partner
- You have no children
- Both of your parents are deceased
- You have no family members in Canada.

Unfortunately you are replying to old posts where people haven’t responded in years. Are you a PR or citizen? If you are eligible to sponsor your parents, he can be included in their applicational an independent. However, he would have to go through a medical and he may be medically inadmissible depending on his needs.

I am planning to go on Student Permit but at the same time I am concerned about my brother if I will be able to take him to Canada in future.
