To the best of my knowledge, the final approval has nothing to do with the list.. they will send approvals to everyone weather there institutions are in the list or not. There will be another two lists. The next list may updated before or by 3 November.

My university is not the list, I am little sad but hope they make it to the next list. I have emailed the program director. Let's see what he says.

Yes to me DLI are helpful when student would be traveling. However, this travel exemption has to do alot with PPR because it doesn't makes sense to allow students and don't provide study visa

It's for those whose who already have/have been issued a valid permit. I hope they start giving PPR soon. :(

I don't think they are issuing final approvals to those whose DLI is on the list only. Someone just received PPR from Kenya and their DLI is not on the list.....
Hope this clarifies the doubts
This is email from George Brown.. George Brown is not on DLI list....

We want to assure our students that George Brown College has already submitted our readiness plan to the government and is waiting final approval at this time.

We were also informed by the government that colleges who get approved after Oct. 20th will be updated on the Immigration, Refugee and Citizenship Canada (IRCC) website on Nov. 3rd 2020.
We expect that George Brown College, like many other colleges and universities within the Greater Toronto Area, will be included in the approved list soon.
