I interpreted it that he means students whose universities are on the list but did not get a SP yet, are unable to travel. Hence why he said "maybe". If he did not say "maybe", it would seem like he is allowing all students whose DLI is on the list to enter Canada regardless if they have a SP or not. Just my interpretation though ...
