Public health officials were likely not a huge fan of the plan. Unfortunately covid levels started rising across the country at the same time and more limitations were put back in place in many regions so it is the worst time to have opened up the boarders more since there will be infectes students who arrive in Canada. There have been many flights arriving with covid positive people since March.
Given the covid case count in quebec and how businesses are being told to close it would be very tough to justify a large influx of students. The plan was made when covid numbers were lower and he governemnt was under a lot of pressure from both international students and schools. It is really tough to make plans when the situation is so fluid.This plan was approved by Quebec province in July which is why bishop's was allowed to go ahead with physical classes. However I suspect the federal government ie IRCC will deliberately delay putting most universities on their covid ready list, though the justification will be I suspect be feeble.

I assume the government is not requiring tests because they can be difficult to get in some cities/countries but many other countries require the test before boarding a plane to their country so it would be a reasonable request. A test 24-72hrs before departure still leaves a lot of time for infection but it would likely catch some cases. There have been many flights that have arrived with positive cases and we have many international students arriving from covid hot spots like the US and India. Personally would like anyone arriving, even citizens and PRs, to take a covid test before coming to Canada and require anyone entering to have health insurance that covers covid treatment. That is the purpose quarantine though maybe they should also require test results two days before, so they will eliminate any further spread. Current border restrictions are completely political. Bishop's is quite isolated and is a small school so it is easier to plan but withe high level of covid in Quebec and businesses beinf forced to close to stop the spread of covid the government is in a tough spot. They don't want to increase their cases by bringing people from all over the world because there are lilely to be covid cases and it is hard to justify allowing more people to enter Canada while tellimg businesses they must close.It seems that Bishop's plan is really concrete. If infected people enter they could have spread it to contacts in the airport or on the plane and unfortunately some are not following quarantine rules or quarantining with their family or with a group of people. There have been whole large household who have gotten infected. If all those people get infected that puts a lot of pressure on the healthcare system since some will need hospitalization. One of the issues with covid is that the people who get really sick spend a long time in the ICU and there are limitted ICU beds. The really sick covid patients need so much support and stay in the ICU for a long time. All of the schools are likely to be approves it just depends when. I would assume if cases are still high there will be a reluctance to approve schools. Many of these schools are in small cities at every corner of Canada. These smaller communities don't have ICU beds and students arriving will be at risk of spreading covid when they try to get to their schools across the country.Western is one of the main Canadian schools. The fact remains the vast majority of covid infections are not caused by those arriving by plane into Canada but family transmission. Asymptomatic patients who wear masks are 100% unlikely to transmit the virus to anyone.
