Western University's response...

International students should hold travel plans to Canada for now. As of October 20 international students cannot travel to Canada from abroad unless their institution’s COVID-19 readiness plan is approved by the provincial government as per the latest IRCC travel update.Western’s plan has been submitted to the Government of Ontario.

While awaiting approval, the following advisories are in effect:

  • international students at Western who are currently abroad will not be allowed to travel to Canada until further notice.
  • international students who are in Canada and choose to travel internationally will not be able to return until Western’s COVID-19 readiness plan is approved.
The Government of Ontario is reviewing institutional COVID-19 readiness plans in phases. We anticipate approval for Western’s plan will be received in mid- to late-November.

This means international students planning travel between October 20 and the time of approval will need to cancel or postpone travel plans. This includes those who may have international travel planned during fall reading week (November 2 to 8), unless they are intending to remain outside of Canada for an extended period of time.

We recommend international students not make travel plans until Western’s COVID-19 readiness plan is approved. We will email students and update this website as soon as we receive approval and travel is possible again.

Dear XXXX,
Tomorrow, we are anticipating that Immigration, Refugees and Citizenship Canada will release its initial list of the country’s colleges and universities on the Designated Learning Institutions (DLIs) list that are approved to welcome international students during the pandemic. This list is new – it is not the same as the “DLI list” you may be familiar with. Starting tomorrow, only students who are studying at schools on the approved list will be able to travel to Canada.
Though Humber is not on the approved list yet, we have submitted our application and expect to be added to the list in the near future. We have developed a comprehensive COVID-19 Readiness Plan and are currently waiting for our provincial and federal Governments to approve the plan. We are ready to welcome you to Humber and to Toronto once their approval is received.
We are aware that study permit processing is being prioritized for students who have applied to institutions on the DLI list. Further, students who had been approved for a study permit prior to March 18 will no longer be authorized to enter Canada as of October 20 if their DLI is not on the list. IRCC has begun communicating this to affected students.
These are additional reasons why we are working closely with our governments to have Humber added to the DLI list as soon as possible. We expect that the DLI list will be updated on an ongoing basis and that Humber will be on it very soon.

Good on Western, Humber & other Unis and colleges to update the students. Seems ridiculous that McGill is silent on this. Very weird & unfortunate

/rant over.

mostly i feel all colleges will have a comprehensive plan ready but gov. will approve very very few so as to control the no. of students entering.

This is the message from Concordia's ISO like a week ago, I think it's a positive sign that they are sending out instructions already.


"Once the government of Canada confirms that Concordia is on the approved list of designated learning institutions (DLI) with a COVID-19 readiness plan, you will need the following documents as well for your travels:

  • A letter from Concordia: all international students arriving from outside of Canada will be asked to provide a letter at various points during their travels (airline, CBSA, Immigration, Public Health)
    • How can I obtain the letter?
    • We are working on having the letter made available through the student portal (in the SIS). It will be personalized. A printed version will be considered valid; you won’t need an original copy. You may be asked to provide additional documents during your travel. We suggest preparing the following:
  • Concordia Offer of Admission (new students only or any research-based student)
  • Copy of Concordia transcript (all students)
  • Any supporting documents to explain your 14-day quarantine plan
  • Copy of lease (if applicable)
  • Letter from your Canadian employer (if applicable)
  • Proof of local bank account (returning students only)
  • Proof of IT issues in their home country (e.g. Zoom/Teams restrictions)
  • Letter from local doctor (if applicable)
  • Contacts for roommates and/or those supporting quarantine (if applicable)
  • Proof of negative COVID-19 test (certain airlines only – please check with your airline)"

It seems that Bishop's plan is really concrete. I would hope that your daughter would be able to come to Canada soon. Best wishes!
This plan was approved by Quebec province in July which is why bishop's was allowed to go ahead with physical classes. However I suspect the federal government ie IRCC will deliberately delay putting most universities on their covid ready list, though the justification will be I suspect be feeble.

Wtf whyyy they don’t want international students to come ? I’m so scared right now
There was a lot of pressure from both international students and schools to open up the boarders to international students. Public health officials were likely not a huge fan of the plan. Unfortunately covid levels started rising across the country at the same time and more limitations were put back in place in many regions so it is the worst time to have opened up the boarders more since there will be infectes students who arrive in Canada. There have been many flights arriving with covid positive people since March.
