No one knows. They have never be consistent with invitations above 4,000 but it happened last month. For it to have happened, there was definitely a reason for it
I know. It's gonna be 4200 invites and 469 cut off. Remember almost 2000 candidates were still in d pool above 471 when the cut off dropped from 472 to 471. Now, just 189 were left after the last draw with 471.....

And there has been no paper based ielts in Nigeria(third largest immigrant) this month until the thrid or fourth week and the CBT is only done by very few persons. A friend that did CBT with IDP last week had just 2 persons write the exam

Exactly. The people entering the pool will stabilize soon. Remember a lot of people that weren't able to write ielts during d lockdown rushed to do it, and get their ECA. I'm sure the next score is 469,provided that...the only provisio is that it's a General draw, which is 99% likely.

There's no reason why it would be CEC again.

There is a 2nd wave in Canada and while IRCC is currently not impacted as much. Expect things to slow down further if this continues.
Just a few provinces, and the fact ppl aren't dying, the implication isn't like the first wave. Even some schools are having in class. Also, covid in Canada do not impact the draws. The March to July own was because of the impact of Covid throughout the world, not even Canada. Note that despite not having draws then consistently and all programs, the pool wasn't competitive. The frequency of general draws has gone up now that the pool is competitive meaning that Canada knows what it's doing despite covid.

People are still getting PPR and COPR as recent as yesterday.

We should stay calm.

Note, its just 3regions in Ontario that is on closure and its for certain businesses. No country will go on complete lockdown anymore. Also, the rate of serious cases/hospitalized in Canada is still less than 150

Is there a chance of refusal if your birthday comes after ITA and you submit your application after your birthday? This page says no but what if the VO is having a bad day and decides to refuse the application?

There is an exception for this on the IRPA so the VO can't refuse your application. Your age is locked once you receive ITA so it doesn't matter if you grow older after receiving the ITA, they will evaluate your application based on when the ITA was issued.
