Service Canada Centres are gradually resuming biometrics collection services for permanent residence applicants who have received a biometric instruction letter (BIL).
Service Canada officers will call you at the telephone number you provided in your application to schedule your biometrics appointment. There is no additional fee to pay, and you don’t need a new BIL. Don’t go to a Service Canada Centre unless a Service Canada Officer calls you and schedules an appointment for you.

Just to be clear — you did not pay the fees in full when submitting and on 11th September you received a request to pay RPRF?

RPRF letters can differ in wording, depending on the stage of the application. It can take months from when the RPRF is paid (after request) to get PPR. In some cases, it could be mere weeks. Hi, my AOR was 23 August and medicals passed on 14 Sept. So yours should be any day now. But it also depends on how many other applicants are in front of you, so try not to worry.
It varies based on many factors. My AOR was 14th August and still no MEP or BIL. Stay patient.

I just got, today (16 SEP) a ghost update and my background check is now: Your application is in progress. We will send you a message when we start your background check.
What would you read from this ?

Background check is a generic terms covering criminality, info sharing and security screening. As these checks are done on your file the message changes as well. Security screening will only start after Eligibility has Passed.
You can if you want. There is no guarantee that you'll get asked for it - if your name isn't a common one then there is less chance that you'll be asked for it. remains at the discretion of the IRCC officer reviewing your application. If you do get it upfront, it can save you a few weeks of processing (as @legalfalcon has mentioned in the thread)
I do have a common name and was thinking to get it upfront now. Thanks for your reply.
