His biometrics are pending. This is not the only case.
Recently from past 2 days, I have seen many people getting PPR Requests without getting AIPs and without biometrics, some are there who submitted complete application and got PPR requests too.
Maybe the VFS offices are gonna open soon or they are temporarily introducing a new plan for providing biometrics - God Knows.
Its so unpredictable right now.
yeah, I think maybe they plan to open VFS offices pretty soon because of that. As your friend was the first case that we came to know here, that's why I asked before because it wasn't clear how people were getting ppr without biometrics, but other people in the same situation appeared. Thanks for your answer though! It still sucks because many people don't even have their AIPs yet (including me), but I am feeling hopeful that people getting their ppr is a signal that things will gonna change for the better for all of us.
yeah he submitted bio but few other people got passport request without bio that's strange
I got a PPR today too however I'm thinking whether it's possible to submit my passport to another VAC other than where I applied from. Please share any info.

I've applied since Feb 2020. I'm currently inside Canada as a visitor. I'm a Philippine national but my country of residence is Libya. I applied online (Ankara office) but my file ended up getting processed at Tunis office.
Here's my timeline:
( I did upfront medical and had biometrics from my visitor visa )
Application Submitted: Feb 15, 2020
Medical Passed and Eligibility Review Started : March 10, 2020
Passport Request: Sep 1, 2020
A person that I know has the same thing without aip but a direct passport request, and he is transferring from US to Canada this year (applied in US & processing center is NY).
Interesting!!! But I know that a visitor person could not apply for student status while remain in Canada, right?? If I am wrong something, please share. Or something about switching the status within Canada (visitor to student) I am not expert.
Nope. It isn't possible however when filling out the forms I filled out the info as if I were outside Canada hence me having to exit Canada and get my Visa stamped on my passport in Ankara office however it has to be done within 30 days which I believe won't be enough time due to fewer flights and travel restrictions globally.
I see. So how are you planning to get the visa stamped??? Do you consider sending the passport to the nearest available VAC center for stamping (probably in other countries)???
