I did get one letter which says This confirms that your application has been received by Immigration, Refugees and Citizenship Canada (IRCC) on _____2_0_2_1_/0_5_/_1_1_____(yyyy/mm/dd). Will I get that letter which says I can work after a few days?

My study permit was recently approved. I started studying online for the fall 2020 intake and I’m almost finishing my 1-year course. Can I get a refund on my GIC since I was not in Canada for that 8 month period of my course ? I could use that amount to fund my second course
