HiI have had it mailed through UPS and I know of many people who have recently mailed PR cards internationally with no problems. Like others mentioned, it is better to use a courier service rather than regular post.
No. One of my acquaintance hand carried my PR card for me to India. On entering Canada 3 months back 2nd time and 1st time using the PR card nobody bothered to ask me how I got the card. So no issues at all.Hi

There's no problem. As long as the card is valid and legally yours and you're not out of RO then you're on the right side of the law.Hi
