Important new measures on post-graduation work permit eligibility for students beginning programs online
Ottawa, August 26, 2020—Many prospective international students who would like to study in Canada this fall are facing uncertainty due to travel restrictions. Immigration, Refugees and Citizenship Canada recognizes this, and will continue to ensure that Canada’s immigration programs are flexible to respond to these uncertainties with 3 new measures on post-graduation work permit eligibility for students beginning programs online.
These changes are being implemented to provide more flexibility on eligibility rules for the Post-Graduation Work Permit Program for students who need or want to start their Canadian study program online from abroad.
Three changes are being introduced:
  • Students may now study online from abroad until April 30, 2021, with no time deducted from the length of a future post-graduation work permit, provided 50% of their program of study is eventually completed in Canada.
  • Students who have enrolled in a program that is between 8 and 12 months in length, with a start date from May to September 2020, will be able to complete their entire program online from abroad and still be eligible for a post-graduation work permit.
  • Students who have enrolled in a program with a start date from May to September 2020 and study online up to April 30, 2021, and who graduate from more than one eligible program of study, may be able to combine the length of their programs of study when they apply for a post-graduation work permit in the future, as long as 50% of their total studies are completed in Canada.
To be eligible for these measures, students must have submitted a study permit application before starting a program of study in the spring, summer, or fall 2020 semester, or the January 2021 semester. All students must eventually be approved for a study permit.
The easing of COVID-19 related restrictions will depend on the progress made in Canada and around the world in containing the spread of the coronavirus. IRCC will continue to closely monitor the situation and assess whether further changes are needed.

Ok, so the 50% wont be an issue for 8-12 month courses, good to know.

Now the main question that needs clarification is when and how will "All students must eventually be approved for a study permit. " work out...

One thing which is not clear how student will have access to 10k deposited in GIC program. if Student is learning online then that money is stuck in Canadian banking channel. Smart nmove to borrow money interest free and keep it in Canadian banking system

This news is actually a green signal that Winter2021 is also going to be online.

It wasn't a message in account!
Got an email from IRCC saying this:

The COVID-19 pandemic has created challenges and affected daily life around the world. Restrictions continue to be in place, in Canada and elsewhere, that prevent many people from travelling internationally.

Immigration, Refugees and Citizenship Canada recognizes that restrictions have had an impact on applicants seeking a high-quality educational experience in Canada. Throughout the pandemic, IRCC has taken measures to provide flexibility to international students.

As a study permit applicant, you may have also been affected by office closures that prevented you from providing police certificates, immigration medical examinations or biometrics when you submitted your application.

On July 14, 2020, we introduced two-stage processing for study permit applications. This temporary process provides reassurance to you.

At this time, there is nothing for you to do. Your application is still in progress.

With the two-step process, applicants who pass an initial eligibility assessment will be notified via their online IRCC account (MyAccount). As services begin to re-open, applicants will be able to submit missing information, if necessary, for their admissibility assessment, at which time officers will finalize the application process. For more information on study permits and what is assessed at each stage, please visit our website.

First-stage approval doesn’t guarantee that we’ll eventually approve your application. However, when a study permit application is refused, it is due to eligibility factors in most cases.

This two-stage process will only apply to study permit applications submitted by September 15, 2020. Our goal is to provide first-stage assessment for all study permit applications that have been submitted in time for the fall semester.

Once an applicant is fully approved for a study permit, they will be ready to travel to Canada when travel restrictions are lifted.

Processing time for Pakistan is now 28 weeks for study permits. That is non SDS
Processing time doesn't matter at the moment. It's automatically going up based on the available data for cases finalized, which are none at the moment. If you look at different embassies, you'll find similar times.

From Hundreds of SP applications from Pakistan I have seen only few AIPs in last few weeks. Looks like approval rate of AIPs for pakistanis is also very slow. I dont think canada wants students.
