Btw, was that PPR letter from Warsaw or Ottawa?

I suspect you will not be able to deliver by hand, better by Canada Post. Even in the old days most large departments had central mail receipt, with security and covid, doubt they'd let you walk in. (I mean if you live next door you could try but you'd probably still end up going to a post office.)

This letter says that in order to complete my application they need my passport for PR. The letter is from Warsaw, but they say that if I'm in Canada, I can send my passport to Ottawa via Canada Post. But I wouldn't like to stay without any ID for uncertain time. I'd rather drive 600 km and hand them my passport, wait for a day and get everything done.

I understand but best to follow the instructions exactly. You should be fine in Canada without your passport for a couple weeks. Just have a photocopy of your passport (stamped if you really want).

I don't know now but recall others saying they mostly got the returned package fairly quickly.

Thanks. More importantly than the VAC opening, the text does seem to confirm that they're not sending passport requests to those in locations where VACs are not open. Well, at least for Russia, we don't know about other places, and I guess places that dont' have VACs at all have always been separate from this.

Doesn't entirely make sense to me (Russia has post and courier services, too), but probably makes some kind of bureaucratic logic.

Yes, Warsaw VO confirmed to me last month that they would not send PPR until Moscow VACs open. I sent an email to them yesterday to ask if we could send my wife's passport to Warsaw instead of waiting. They replied today that Moscow VACs will open "soon".

I have a question: When you receive PPR and send your passports are you required to include:
1. Paid return label
2. Extra envelop for return

Or they will take care of it?

They said the same thing to me in June "we expect Moscow VAC to open in July", and here we are. Unacceptable bullshit bureaucracy.

Yes, I remember this silly July thing. In my opinion “fairly soon” means nothing. I would suggest to email the Moscow embassy because they should know a little bit more than Warsaw.
