Web form question which option should I pick??

Hi guys,
I applied for PGWP in China in March and I just checked my biometric correspondence letter. On the bottom of the letter, the office address is from Philippine. However, I applied online and did my biometrics in China. Does it mean that the philippine office is processing my file?

I want to upload my job offer via webform so that hopefully they will consider speeding up the process since the travel is essential.

On the webform they asked "Is your application being processed by an office OUTSIDE Canada?" "If you’re currently being impacted by COVID-19, answer No to this question.

I wonder which option should I chose?

If I choose yes they asked me to pick the visa office processing my file. Should I pick the philippine office? However, I just checked that their VAC office is closed until further notice. I am really confused lol Please help!!!

That question is really tricky. I post the same question in this forum before also, and did not get much response. My husband and I applied for study permit and open work permit online but in the US. No response so far, so we do know which office will process our application. We wanted to update my husband's legal status in the US via webform, but hesitated how to answer that question. We ended up click "no" as the VAC in Los Angeles is still closed. We send the webform on Sunday and got a reply yesterday (Thursday), saying that they will send our info to the responsible department. So I guess clicking "no" should be fine.

Yes. If they can approve the permits as fast as they respond webform that would be even greater ;-)
oh yeah definitely! so the reply you got was not a standard reply like everyone else? something like your application is still in progress we are working at reduced capacity blah blah blah. I submitted once 2 months ago and got the standard answer. However I uploaded a job offer this time hopefully they will give me different answer!

The reply is quite standard, to be honest. But it does reiterate the files which we have uploaded (it could be automatic, I don't know) and there is the name of the agent and his number.

I received their reply today! Apparently they said my file is located at the office at New York lol so it got transferred from Philippine to New York?
and they said they had forwarded the document to the responsible department.
