How can IRCC possibly release tens of thousands of decisions within the next 18 days?

Considering that Canada welcomes tens of thousands of students each year, it is clear that between February and August, thousands of students must have submitted visa applications. And knowing that so many people, even from February and March, are still waiting how is it even plausible that IRCC can say "Our aim is to pass most applications through stage 1 before the fall semester starts". The only two explanations I can think of is that (1), they've already processed most applications and will release them in bulk, or (2) this statement is just blatantly false.

Lastly, if you're just going to respond with "What's all the negativity for? Let's show appreciation" then please feel free not to respond to this thread. While I certainly agree that a study permit is an incredible privilege and honor, and that I certainly don't have a right to get a visa over someone else, saying stuff like this is an insult to the thousands of students who've been waiting for months for answers. Students who've spent months getting their application ready and have it be perfect, those who've paid tens of thousands of dollars in advance fees, and those who may never get a chance to go abroad again, those students deserve answers. Although I certainly won't say anything negative about IRCC, it is apparent that their positive words and statements are not reflecting the results we're seeing in regards to the processing of study permit applications.

As much as I want to show sympathy and emotion to people who are waiting to hear IRCC. I would also like to put some light on rest of the scenario. Although most online applications are initially worked and get saturated with the help of AI and other system related software, towards the end it is for the officer to pass the final judgement. I genuinely think most applications are approved/disapproved and they are yet to have a final look by an officer to publish results. Moreover, if you look in the history IRCC has been very smart and strategic about rolling out news/decisions etc. As much as I feel for the people waiting in line I also have a strong opinion about them doing their work with extended hours. All we do is wait and consider out situation accordingly. I think in about a month they will roll out a lot of decisions.

thats why they started two step process. You can start online study anyways. If its in-class then have to defer - no choice. That's what I did. I had to defer from May to September and now to January.

I agree, but all I am saying is they are probably working on background checks and first half of the first half applications. They do background checks through agencies and it is not in their control. I am just trying to say if we think this way then we all can make smart decisions and plan out accordingly. Rather than just thinking what's gonna happen lets just gear up and settle for the worst.

We even need AIP for registration of the course. Without that the college won’t allow.

background check is for stage-2 bro doesn't matter for AIP.
Background checks can start the moment your application is submitted to well beyond AIP update. Your backgrounds can be cleared with in a week or it could take multiple weeks depending on the country you are form and the agencies reporting those updates.

Well good luck if you want to think that way. I am afraid its going to come down in a way of disappointment. It doesn't matter to them even if we are a 100% justified. why would they change the way they work. They wouldn't.
