If you know someone present in Canada, you can ask that person to use ATIP Online Request through this: https://atip-aiprp.apps.gc.ca/atip/welcome.do?lang=en - It just takes 5$ per request and your consent form attached with. I know some people use "clone" email, address, and information to request ATIP online for only themselves, but I do not want to risk this.

Yea that’s what I thought. Maybe whoever received correspondence letter without a rejection already had their applications approved. They are just holding back on passport request. Do you mind checking on the date of approval? Is it the same day of correspondence letter?
I have the same timeline as you but I have not got correspondence letter yet. This is my third time to apply for study permit. Hopefully I can get approved
My approval date (according to my GCMS note) is July 23 which is 2 days right after I received correspondence letter. Here is some things that I think it is useful for you guys to know. I have read the process comment from agent in the note - they indicate "genuine student"; "Funding ok" and "will leave Canada at the end of authorized stay". Furthermore, my client informations that I attached with are my diploma and final transcript - no other documents nor they request additional documents.

It depends on the country where you apply. And there have been speculations that they will prioritize bachelor master and PhD degrees over diplomas and certificates.
I think I apply for PhD program, so it might be a priority that I received the correspondence letter.
I am not sure they intentionally hold back passport request letter. If that is the case, then it is very ridiculous. Since my courses are totally online, I am not worried much. I think I might work with the immigration consultant in my school to see if there is an option that speeds up the request letter process. Probably, I will send them a webform indicating an urgent.

Ye, sending a web form will possibly help but not likely. You can send it saying that hey you approved my app where is the passport request. But unlikely they will do it for a specific case since thousands of others are not getting it. It’s not personal just the protocol.
For Caipsnotes, you just order it like a service with 15$. ATIP Online request will not necessarily require PR or Canada citizen. It just needs someone present in Canada. ATIP takes 5$ per request.
Yeah, that is true. I hope we could get the passport request letter soon!!. Personally, I want to fly to Canada as long as getting stamp visa. I could not receive the scholarship funding while I am in the U.S.
