Yes mine was transferred November 2019 for further assessment. I have not heard anything since then, they did not even inform us of the transfer, I called customer service and they told me.

Our situation is very similar. The case has not been transferred to the local, and no one has dealt with it. The last update was that the criminal review was still in progress in February. The police certificate was complete. All gcms comments related to criminal review are NRT, and there are already 6 month.
I once contacted my MP one month ago, and so far there has been no response. MP told me that it usually only takes 2-3 weeks to get a response from IRCC. One year has been long, and obviously more time and energy have to be devoted now. Usually EE only takes 6 months, which is incomprehensible.
Same for us, march 2018 applicant and our files is in missaussaga since the beggining ! They even sent us pre-arrival from Mississauga ( I order my notes so I know that this is our agent from missauga that sent this letter ) ... I think that our files is gonna stay all the way there...
Yeah can you believe that they asked us to redo medical
it is expired since SEPT 2019. Since that date they send us SA, AIP ( with a medical request for my husband son ) and even PRE ARRIVAL ( may 21 ) !!! Why did they take SO MUCH TIME to ask I cant Believe it !!!! So in the last month we had to renew the work permit ( we and MP called them and try by all possible way to tell them that it is not fair that we have to renew so close to the end but no, they told us to renew... ) it'S 340$ and last week we had to redo medical 250$ . They are just fuc***** inhuman and unfair with us. So last news for us ; 2nd medical request ; july 23 , medical done; july 24. medical Approuved by IRCC ; july 31

They asked us for more proof in aug 2019. We submit that and they accept it. And now Eligibitity is passed, without interview so they believe in our relation!
In fact , they opened our files for the first time aug 8 2019 ( I see that in my notes, this day there is the first real note of the agent where he made a resume of our files .... ) I think that they started the ' 12 month delay' this day.... I also think that that they just ' lost ' or ' forgot ' our file from march 2018 till aug 2019. And thanks to our SUPER representant that keep repeating us that CIC don't like pressure and did NOTHING ( no call no webform NOTHING ) for all that time. I discover this forum in Nov 2019 and that is when I start putting pressure to CIC my self and with the help of the MP .
Its is a letter that saiys that the spouse can now use the free service for 'integration' in Canada this is Usefull for outland but not for inland. Normally this letter comes near the end but not everybody receive it ; This is the letter, in french sorry
