Bro this update is for discretionary travel. We may get an update about international students soon.
The official government announcement still contains the same restrictions regarding students. Of course it's always possible they will issue a subsequent update.

Non-application
- a person whose application for a study permit referred to in paragraph (l) was approved under the Immigration and Refugee Protection Act, and who received written notice of the approval before noon, Eastern Daylight Time on March 18, 2020, but who has not yet been issued the permit;

2 3 days back I read an article that Immigration Minister and Health Minister had a meeting anf they have asked Universities to give their recommendations regarding the on Campus sessions for the international students.

Also in all the articles they always mention that International Students is a $22 billion industry and in these times of crisis when the economy is at risk they need more international students to support the economy.

I received written notice of approval, visa stamp and the letter of introduction for my study permit application well before March 18, 2020.

Can I travel as per the above orders in council announcement?

Or I'm still prohibited due to the essential/non-essential point?

This is so confusing and causing me so much anxiety :(

Do u think since international students generates 22 billion revenues to Canadian economy, IRCC will approve more study permits for September intake?

You mean LOA really right?
Are you sure about this?
Cuz when I applied for Study Permit in June, I had LOA for Fall intake. Later, I had to defer since the deadline to defer was approaching. Now, I've got new LOA a week back.. which i thought not to update via Webforum as they are processing the Study Permits only for Fall intake.
I don't have a strong profile for a SP.. so, I wanted to see my chances on whether I'll get Approval In Principal or not for my profile. So that, in case if I get rejection, I'll have ample time to reapply again for the next intake or to choose something else.
Please can you guide me what to do in this situation.
And how will they know about whether we have deferred or not??
Also, have you seen anyone getting refusal for this lame reason?

Yeah, I know 2cases one from Nepal and other is from India they were rejected in 1st week of July as they had not updated deferral loa. If you have decided to defer then Providing new loa through webform won't cause any harm rather keep you on safe side

Thanks for the information bro.

But, I'll just wait for 2 more weeks and see if I get any kind of update on my account and then I'll update them via Webforum.

IRCC have already announced that they will not refuse our application if we can't submit any of the documents until they ask or we can't submit that documents in manner times.

Are you sure this is a wise decision?
If IRCC checks with colleges to see if applicants are still enrolled for September and if you are not and as you already said you have a weak profile then it may lead to rejection..
The 2 stage process was for students who genuinely want to attend Fall semester and your action comes across as selfish and trying to cheat the system..
Also it seems like you have applied for GCMS notes even though it’s only been a month that you applied..
This comes off as being extremely desperate and I don’t think the agents like applications who come off as desperate..
Once you get a rejection that’s already a negative from a fresh application..
You really should rethink this decision of trying to cheat the system as the agents are smart and they already know some people may try to do this and they may deal with such applications accordingly..
All the best..

It’s extremely despicable that there are some unashamed people who try to cheat the system when there are genuine applicants who want to study starting Fall.. When you don’t update IRCC that you have deferred, then you are wasting IRCCs time and limiting the applications that will be processed who actually want to study in September.. I really hope agents note down such applications and their decisions are made keeping this in mind..
