The courses are offered by the Ministry of Immigration, Francization and Integration (MIFI) is valid for availing points in French language category for CSQ?

Certificate is accepted under transitional arrangement but chances of interview is certain and this would further set back your csq by couple of weeks. Currently, it's taking 5-8 months.

Yep, before 22 July if you hold work permit and before 31st December if you finish and have credentials as a student eligible to apply under old rules.
