I've always had my account. But I don't remember when I created my account.

Ontario E-portal has a lot more functionalities besides OINP, so you can just open the portal and register the account at any time.
I registered mine after I missed out from the last Mar opening.

That is a good idea! I have created my IA Account. I believe when the OINP opens, I will be able to login using IA Account.
