Now most of the colleges have released the method of study for fall 2020. Most courses are online only but some are stated online+ on-campus.
Now, Do students outside of Canada has to reach Canada for fall 2020 whose course is mixed online + on-campus.
Will it be enough for essential reason to travel to Canada ?

If you’re an international student who has a valid study permit, or were approved for a study permit on or before March 18, 2020, you’re exempt from the travel restrictions. - canada.ca

It doesn't matter if you were provided with the online course delivery option, you can still travel if you got approved a visa on/prior to March 28th. Sometimes online doesn't work, especially when there's a 14 hours difference in timezones between you and your campus.

I believe if you have some in-person class such as lab etc, it is considered essential. only if you were approved before March 18th "maybe" not so sure.
