But they also send another letter today almost at the same time (bimetrics letter)
RE: validity of your biometric information
Thank you for providing your biometric information (i.e. digital fingerprints and photograph) in
support of your temporary resident application to Canada. The purpose of this letter is to notify
you that your biometric information is valid until (yyyy/mm/dd) for subsequent
temporary resident applications to Canada.

So i believe both the letters are from them.

Perhaps your application was processed in Canada because of VO closures. I'm not sure where my parents' application is being processed but it's usually Abu Dhabi Office for those who apply from Qatar and as far as I know Abu Dhabi VO is not currently closed. I guess we'll just have to wait and see.
Congratulations again and hopefully you'll get a stamped visa ASAP

According to my experience if anyone receive the medical request. Then chances are they will get approval.

Health of the individual is one of the considerations. People can be refused right away or approved/refused after the whole evaluation.
