My sister has the approval to work in Canada Introduction letter from CIC. Does she need to apply online for a work permit? (In normal circumstances, a work permit is issued on arrival to Canada)
 
Absolutely no permits are being issued at the point of entry. You cannot get a permit at the border, airport, or from a friendly CBSA officer.

I think you're confusing two different things.

Work permits are still being issued at the border for those with approved visas. I believe this is what the OP is asking about.

Work permit applications are not being accepted or processed at the border at this time. Visa exempt individuals used to be able to submit work permit applications at the border (vs. applying in advance). These services have been put on hold temporarily (per IRCC web site) due to COVID-19.

Hi, so the WP is approved by online application? may I know how long it takes to be approved?
