Will it be possible to restore an application when being refused

Hi there, I really need some professional tips and comments on my current situation:

I am applying for the CEC stream for EE, and submitted my application on May 21st, 2020. After my application had been confirmed, I was noticed to pay the difference fee of the application of $285 on Jun 18th, 2020, and I paid it directly on Jun 21st, 2020. However, I received a letter of refusing on July 2rd, stating my application was cancelled because I failed to submit the receipt.

I am feeling very frustrated now because of this -- it is a new payment rule, and even though I have paid for the additional fees, but it did not submit through my account successfully, which caused my application to be refused. I have both reported the technical issues via my Account page, and applied to restore my application through Web Form system .

Does anyone know how to deal with this case, or how much chance can this case be restored?

Any comment helps!

PS, my IELTS result will expire in a several days, and it is impossible to book another IELTS in 2 months because of COVID; hence, if this fails, I will not able to apply for my PR within another 3 months at least.

Hello,
I don’t know about the issue you’re having but if you need to give language test then you should go for CELPIP-G. Next date is available on July 8,2020 in all major cities of Canada. Check there website for more information. It is a bit different than IELTS but is easier if you practice for a week. And even if you don’t you can get similar result within 1 or 2 days practice.
I hope you don’t need it but just in case.

Which city?
Because in Vancouver, Calgary, Toronto and some other locations have test for July 8.
And I gave my test on May 3.

Hi, I am located in Toronto.
I checked for the test schedule for CELPIP-General again, and find the earliest is on Aug 23rd.
Do you also check for the CELPIP-General test?
