I have one question, if Canada Govt send an ITA to FSW candidates then even after this it will take at least 6 months to issue a PR visa.. therefore, there should not be a problem to conduct FSW draw.. I wonder why they are not doing the same?
My best guess is that they did not want to risk receiving thousands of new applications they knew they could not fully process (people would not be able to do their medicals, biometrics etc. during lockdown, so they would only be able to submit a limited number of documents with their applications). IRCC would then end up with a massive backlog of applications. People would run the risk of their medicals expiring before their application has been processed etc. The fact that they stopped FSW draws as soon as the restrictions came in makes me think this might be the correct guess.

We've seen that they are also planning to change some of their procedures (e.g. replacing in person landing interviews with maybe an online procedure), so they are probably waiting until they have figured out how to do things better overall.

I have just read all the articles that were posted here recently. Thank you all for finding and sharing such useful information for us FSWs. These are very positive. Let's keep it up! :)
I guess this is the purpose of having this group for FSW candidates. If we cannot bring great news, at least we can comfort each other and stay positive together.

Canada does not only need immigrants, they also need a targeted number of immigrants. I believe they have been playing safe by inviting CEC candidates. This ensures a certain number of new PR holders added to the population because most CEC candidates reside in Canada so it is easier to finalize their applications. I guess doing this makes sense to the Canada government for the time being.
When things have been stabilised, they will start inviting us. Apparently, they are also working towards new policies that streamline the process of applications. What we can do now is to keep up hope and bring each other any fresh news available.

Just to have a side track, the coronavirus might have evolved to be less lethal than before. Majority of new positive-tested cases in my country are asymptomatic. They were flagged out due to mass testing conducted upon resuming certain social facilities.

I don't think CEC draws are anyhow related to VACs closed, or anything related to that. Instead, I think it's all a matter of: what will happen to someone who has their visa about to expire, and simply can't leave the country because:
1. There aren't any flights available to their country; or
2. The flights costs the same as a 2010 Civic?

And what about countries that have closed entirely their borders? How these citizens would return to their countries at all?
So, I believe CEC draws are meant to help Canada avoid that situation, where they would need to accept "illegal" people inside their territory, simply because they couldn't leave and their study/PGWS visas have expired.

So, I really believe we'll only get back to general draws once aviation reboots. Seriously, I think it's all about availability of flights.

One thing I love about this group is that we have stopped getting posts like

“I studied in Canada and spent a lot of money so I’m entitled to get PR”
&
No more arguing about why fsw candidates are being treated unfairly

I am following Air Canada on Facebook :) So far, the only major announcement has been in relation to resuming domestic flights (plus one international flight to Tel Aviv). I'll keep an eye on them...
