As far as what I have seen in the canada immigration site, it's says anyone whose work or students permit approved before March 18th are allowed to enter provided they are able to self isolate for 14 days and get Authorization letter from ircc. https://www.canada.ca/en/immigratio...ns-exemptions.html?utm_source=SMAC#citizen-pr
