Yes, you either need your application approved and your passport back or you need a visitor's visa if your country requires one. Also, when you apply for the visa, there is a place that you specifically put in "COVID-19". I read it a month ago, but can't remember exactly where it goes. Make sure you find that instruction.I just called the IRCC and they said we can apply. The visa applications might take a while but we can apply (I called asking about the new exemptions) they just mentioned to make sure you mention in your invitation letter that your spouse has somewhere to quarentine for 14 days

Who recommended that?It was recommended to me that it was an option to apply for a visitor's visa when getting close to the end of the immigration process to finish waiting out the process here. There's no guarantees that it will be approved, but if it is, your husband can come to Canada.

Most of times like 80% of times those visa are denied , as in if the eligibility has not been confirmed and all... and need to see the PA blabla. (interview)
If the PA for them "never traveled...based on travel history " they won't accept either. (she already been denied on that purpose before we started sponsorship process...) when they have an image in mind... they stick at it.
