Do the family members need a Visa or something to get to Canada? Any document? is there a place where we can see the requirements ?
Yes, you either need your application approved and your passport back or you need a visitor's visa if your country requires one. If your country does not require a visitor's visa to get into Canada, I think you may be able to proceed.

Does anyone know of you can apply for a visitor visa (for my husband
Who is in his country, applying for outland sponsorship) while waiting for approval of the sponsorship application?

I just called the IRCC and they said we can apply. The visa applications might take a while but we can apply (I called asking about the new exemptions) they just mentioned to make sure you mention in your invitation letter that your spouse has somewhere to quarentine for 14 days

It was recommended to me that it was an option to apply for a visitor's visa when getting close to the end of the immigration process to finish waiting out the process here. There's no guarantees that it will be approved, but if it is, your husband can come to Canada.

Also, when you apply for the visa, there is a place that you specifically put in "COVID-19". I read it a month ago, but can't remember exactly where it goes. Make sure you find that instruction.

Most of times like 80% of times those visa are denied , as in if the eligibility has not been confirmed and all... and need to see the PA blabla. (interview)

If the PA for them "never traveled...based on travel history " they won't accept either. (she already been denied on that purpose before we started sponsorship process...) when they have an image in mind... they stick at it.

Ok, under Purpose of Travel, 1A) you are supposed to put Other and 1B) COVID-19 (must be just like that in caps)

My application for a permanent resident visa is currently being processed at the Embassy. Can I go to Canada as a tourist and wait for my visa there?
You may travel to Canada as a tourist before you get your permanent resident visa. However, we strongly advise against making any definitive arrangements for your stay in Canada until you have received your permanent resident visa.
You will need to apply for a visitor visa to travel to Canada as a tourist.
