That means your application has been sent to another visa office (Mississauga or your home country visa office) and it changes back to "In Process" once they receive the application there.

Sorry, this theory can't be right.
The file was moved to Local Visa Office on March 9th. Got an email for that. No communication ever since until this status change today.

NO! They received coz his status change from IP to AR! Second IP mean that they start work with case. Don`t mislead people!

He/She said that when application status changes to In Process the 2nd time, that means its in the 2nd stage (AOR2/File transferred). Which is correct, based on the knowledge we've all gained from past applicants.

But that is what i just said. And what he/she said as well. When its received by VO(AOR2/Transferred) it says In Process, AGAIN.

When it’s received by the VO the status in ecas is “Application Received” (Aka: AOR2) once the VO starts processing the application, ecas status changes to “In Progress”

Could someone please tell how much time it will take to (DM) decision made from this "in progress" stage...

File transferred - no coz it say that they start work with file. status AR say that File transferred and they received but work didn`t start yet

So it's reasonable to say that this is AOR2.
